Duke Ellington - Essay Example â€Å"gotta hurry home†.  These records did not  hit  as they expected, and it was until 1926 when Irving mills became their  manager  that they had their massive hit.  They  later  recorded â€Å"black and tan fantasy† a song that associated with Ellington throughout his career. Later he  was  put  at the  top  by his  acceptance  to be a  house  band for cotton club. This made him well known in America and contributed to financial security that his  band  needed. It left cotton club in 1931 to  tour  the world; they managed to change with time. In 1930s swing music  hit, New York and Ellington managed to change from  hot  jazz of 1920s to this genre. The  record  Ã¢â‚¬Å"doesn't mean a thing if it  ain't  got that swing† created that  era. In 1940s, the  band  strength  increased even more, and  new  soloist joined them (Pinkney & Pinkney). They recorded various records including â€Å"per didoà ¢â‚¬ , and â€Å"jump for joy†. In 1943, Ellington gave his first  hall  concert debuting â€Å"black, brown and  beige†. In late 1940s, his music continued to be of high quality, and his  band’s turnover increased. Many influential bands broke up during this time due to the rise of bebop. In spite of, Ellington’s  band  never broke up. In 1950s, he had his worst moment of his career, but it was not a problem with his art. The band struggled for a while, but in 1955, they realized "Diminuendo and Crescendo in Blue" which brought him back to  fame. Duke brought various innovations to the music industry back then; making it acceptable for a black person to succeed in music. He was among the earliest jazz singers to make a  record  that took more than three minutes. His songs were more untraditional and had  different  modulations from what people  were used  to back then. The melodies of... The biggest contribution of Duke was his effect on the black community; he was able to show the world that blacks too had talent. His discipline was also notable; this is has been explained his ability to keep the band together until his death. His contribution, however, went beyond music; he contributed a lot to his culture as a black person. He fought for racial equality and even became part of civil rights movements. Duke contributed an immense deal in making blacks feel worthy, and he was quoted saying that his race was his inspiration. He was able to influence many musicians including Thelonious Monk whose piano style was influenced by Ellington. Monk is a modern jazz musician, as well as a pianist. His unique arranging concepts influenced a number of modern day composers. Even if, Duke's main forte was jazz, he also composed for ballets, films, operas and church services. He was kind hearted and would regularly display his musicians; enabling them to make a strong impact on the ir own jazz styles. Ellington received various Grammy awards all the way through his career and many other awards. He continued to perform until his demise after suffering from cancer. His band continued with his legacy headed by his son Mercer. Ellington's legacy was to remain the greatest jazz musician of all time, and he has done that considering his name is, as vital, as it was then. His influence to musicians has remained strong and relevant. Until today musicians revisit his work for inspiration and as a bedrock to their own careers.

Extracting idioms and non-idioms from the first chapter of J. D. Salingers The Catcher in the Rye, is the first step to start. Then we made a comparison of gathered information with their Persian translations by Najafi and Karimi for the next stage. Following compensation strategy by adding target language idioms somewhere in the translated texts by the Persian translators, is an open door to manage the idiomatic loss in their translations. This indicates that, if in any case its not possible to translate a source language idiom as an idiom in target language, the translator can compensate the loss of the idiom by adding a target language idiom to places where there initially was a non-idiom. Introduction: Translation is generally explained as a process in which the translator transfers the meaning of a SL text into TL under the circumstances of preserving the content and accuracy of original text, as far as it is possible. Where there is no equivalent for a SL idiom in the TL, the translator gets throughout compensation strategy to fill this incurred gap. Theoretical Background: Translation Bell (ibid.: 6) argues that a total equivalence between a source language text and its translation is something that can never be fully achieved. Using many idioms in English language is one of the aspects that makes it somehow difficult to learn for a Persian learner. They can be used in formal style and in slang. Idiom is defined as a group of words which have different meaning when used together from the one they would have if you took the meaning of each word individually (Collins Cobuild dictionary, 1990 edition). Indeed, the meaning of idiom can only be inferred through its meaning and function in context, as shown in the examples below (from Fernando, 1996). bread and butter, as in `It was a simple bread and butter issue (see further below); bless you, which is usually used in the context of cordial expressions; go to hell, which indicates that there is a conflict among interlocutors in an interpersonal contact; In sum, which indicates relations among portions and components of a text. Idioms are a set of phrases have different meaning from its individual parts of the phrases. Sometimes it is hard to recognize the meaning of a phrase just by knowing the meaning of the words including in it e.g. paint the town red is a phrase which has a meaning other than the meaning of its words separately, it means having a good time! Some traditional theories of idiomaticity assumed that idioms are frozen, semantic units that are essentially non-compositional (Hambin Gibbs, 1999, p.26). However, there have been a number of semantic classification systems proposed since 1980 for rating the composition of idioms which basically give differing names to the same concepts (Grant Bauer, 2004). Translating Idioms: working with English, the translator may easily recognize if an idiom violates `truth conditions, as in `it is raining cats and dogs, `storm in a teacup, jump down someones throat, etc. It may be hard to recognize, if the idiom is not of this nature, and translators may just think of it as an ordinary expression, with the consequence of either losing its tone or losing its meaning. There are two sources which may cause misinterpretation: The first possible source is that there are idioms which can mislead readers/users; they do not sound idiomatic at all, but at a closer look, careful readers would find the hidden idioms. An example given by Salinger in The Catcher in the Rye is `got the axe in the following text: The manager warned me, but I didnt notice, so I got the axe. On the first look, readers may interpret it in terms of a person who took an axe and wanted to do something with it like cut a tree but at a closer look, a careful reader may find out that means to lose the job. The second source of misinterpretation occurs when the words in an idiom have equivalents in the target language (i.e. in Persian) but with totally different meaning. Another good example given by Salinger is the idiom: for the birds. Winter weather is for the birds. At first it may be understood that this sentence means winter weather is good for the birds but it makes no sense because the meaning is really different and it means worthless; undesirable. Strategies used translating idioms Idioms are culture bound and this is another challenge for the translator to transfer the exact meaning and content of SL idiom into TL idiom perfectly. For the sake of solving these difficulties the translator may apply a strategy. Using the appropriate method in this process, the translators can get over the difficulties easily and it is valuable and useful for their works. Mona Baker, in her book In Other Words (1992, pp. 72-78) ,defines the following strategies for translating idiomatic expressions: 1) Using an idiom of similar meaning and form, 2) Using an idiom of similar meaning but dissimilar form, 3) by paraphrase, 4) by omission. (1) Using an idiom of similar meaning and form: The first translation strategy by Mona Baker is translating TL idiom similar in its form and meaning to the SL idiom. For example: Tooth and nail ((ØÂ ¨ÃƒËœ Ú† Ãƒâ„¢Ã¢â‚¬  ÃƒÅ¡Ã‚ ¯ Ùˆ ØÂ ¯Ãƒâ„¢Ã¢â‚¬  ÃƒËœÃ‚ ¯ÃƒËœÃƒâ„¢Ã¢â‚¬   (2) Using an idiom of similar meaning but dissimilar form: Another strategy suggested by Mona Baker is translating a SL idiom into TL idiom the same meaning but different form. In this case, the translator does not preserve the lexical items and translate as a semantic equivalent. For example: Acid tongue in her head. (ØÂ ²ÃƒËœÃ‚ ¨ÃƒËœÃƒâ„¢Ã¢â‚¬   Ù† Ãƒâ€ºÃ…’ØÂ ´ÃƒËœÃ‚ ¯ÃƒËœÃƒËœÃ‚ ±Ãƒâ€ºÃ…’ ØÂ ¯ÃƒËœÃƒËœÃ‚ ´ÃƒËœÃ‚ ªÃƒâ„¢Ã¢â‚¬  ) (3) Translation by paraphrase: The most common strategy in translation of idioms is paraphrase. Translators often cannot translate a SL idioms as a TL idiom, therefore they use the paraphrase strategy by using a word or a group of words in TL exactly related to the meaning of that idiom in SL which may be a non-idiom. Newmark (1988, p.109) says that while using this strategy not only components of sense will be missing or added, but the emotive or pragmatic impact will be reduced or lost. Still, paraphrase is usually descriptive and explanatory; sometimes it preserves the style of the original idiom as well. For example: On tenterhooks. In fact, it is not approved by many scholars and some of them do not include it among other translation strategies (Veisbergs, 1989). However, sometimes its impossible to translate a SL idiom into TL, so the translator may use another strategy called compensation. In this strategy the translator omit an idiom and may put another idiom elsewhere in the TL text by preserving the effect of SL idiom. Compensation Strategy: Compensation is a strategy most definitely worth considering, while it can be used as one possible strategy for dealing with idioms and quite an effective one for compensating the loss caused by translating. Therefore, in order to preserve the idiomaticity of the original text and to avoid the mentioned loss, many translators resort to compensation in translating idioms as their final but workable strategy. That is when an idiom is not possible to be translated into TT, a translators last effort is to compensate an idiom by omitting that and putting an idiom in another place, by preserving the usage effect of idiom in the ST. Nida and Taber (1969) mention that, whereas one inevitably loses many idioms in the process of translation one also stands to gain a number of idioms (p. 106). Baker (1992) indicates that in compensation, a translator may leave out a feature such as idiomaticity where it arise in the ST and introduce it somewhere else in the TT (p. 78). In support of this idea, Newmark (1991) suggests that all puns, alliterations, rhyme, slang, metaphor and pregnant words can be compensated in translation. Though he further adds that, compensation is the procedure which in the last resort ensures that translation is possible (pp.143à ¢Ã¢â€š ¬Ã‚ 144). Theoretical framework We agree with Lorenzo, M. et al., in that the first step a translator must take is to clearly define his objective before producing a translation which is as true as possible to the original text. One of the aspects of Hans Vermeers concept of skopos (1989:227) is the establishment of a clearly defined objective or purpose for translation; Any form of translation, including translation itself, may be understood as an action, as the name implies. Any action has an aim, a purpose. The word skopos is a technical word for the aim or purpose of translation. Nidas Dynamic Equivalence In the process of translating idioms, the translator may face many difficulties which is not a simple task to overcome. The major problem is the lack of equivalence in the process of translation. It would be desirable if a translator could find a TL idiom which is the same as that in structure and content of SL idiom. Anyway every language, both source and target, has its own idioms and it may be hard to find the precise source equivalent in the target language. The definition of dynamic equivalence is initially given by Eugene A. Nida in his book Toward a Science of the Translation (Nida, E.A., 1964:161). Nida is an American translator, scholar, teacher, leader, influencer, conceptualizer, innovator, and influential theoretician. Nida argued that there are two different types of equivalence, namely formal equivalence-which in the second edition by Nida and Taber (1982) is referred to as formal correspondence-and dynamic equivalence. Formal correspondence focuses attention on the message itself, in both form and content, unlike dynamic equivalence which is based upon the principle of equivalent effect (1964:159). Dynamic equivalence connects the target language and culture in order to make messages comprehensible to target language receptors. For instance, if we translate a phrase like two hemorrhages apiece literally into Persian, it will produce a nonsensical meaning for the Persian receptor. Idiomatic expressions may not seem understandable when translated from one language to another. In such cases the equivalence counterpart ØÂ ®Ãƒâ„¢Ã‹â€ Ãƒâ„¢Ã¢â‚¬  ÃƒËœÃ‚ ±Ãƒâ„¢Ã‹â€ ÃƒËœÃ‚ ´ ØÂ ¯Ãƒâ„¢Ã‹â€  Ù‚ØÂ ¨ÃƒËœÃ‚ ¶Ãƒâ„¢Ã¢â‚¬ ¡ can be used to make it understandable to the receptor. In this view the translator has brought an equivalent which the original author most likely meant. Method: Corpus: The study is based on a contrastive comparison between the two Persian translations of The Catcher in the Rye by Muhammad Najafi and Ahmad Karimi. In this study we tried to achieve which of these translators has followed the compensation strategy in his own translation, and whether they have been successful in this process or not. Gathering the data: Collecting the data, of course, is as important as other stages (like conclusion) and even more important. Because the more accurate the gathered data is so, the more favorable the result will be. Focusing on the process in this study, we long to explain the steps in data collecting, respectively. At the earliest step, we extracted English idioms and non-idioms from the first chapter of the novel, then found their Persian equivalents from two Persian translations by Najafi and Karimi of the same novel. We aimed to know whether English idioms are translated into Persian idioms or not and whether English non-idioms are translated into Persian idioms or not. Then we read the aforementioned translated chapter by two translators several times to clarify if they may be idioms. We looked up English idioms in Idioms Oxford Dictionary, although we had difficulty in recognizing the exact idiom at first. On the other hand, as we are Persian students, it was not hard to find Persian idioms as difficult as English idioms, anyway. But on non-idioms, we considered the most English phrases or sentences which translated as idioms in TL. Maybe you ask why we chose this novel. As you know, of course, this novel is rich in idioms and it makes the work for researcher to access the idealistic results easier. Then we counted the idioms and non-idioms in both original text and its Persian translations by two translators. Table 1. As you can see, here, Najafi translated more English idioms (N=44) into Persian idioms (N=22) than Karimi. We guess, this table will confirm our claim that Najafi has translated much more skilful than Karimi, because he got use of compensation strategy by adding more Persian idioms than Karimi. Anyway, our purpose is not to compare persons and is just to determine if there is any use of compensation strategy in each of these translations. Table 2. On the other hand, Karimi translated 26 English non-idioms out of 42 as idiomatic. This table shows how Najafi and Karimi have functioned in translating non-idioms into idioms. By total non-idioms, we mean those which translated as idioms by Najafi and it will be our criteria for counting Karimis idioms and non-idioms. Table 3. Classifying the Data: After extracting and counting the total idioms in both original text and its translations, it revealed that translators had applied 3 different translation strategies for idioms. These strategies were: Translating English Idioms into Persian Idioms Translating English Idioms into Persian Non-idioms Translating English Non-idioms into Persian Idioms Analyzing the Data: In this stage, we analyzed the whole collected data and calculated frequency and the percentage proportion of each strategy in the same translations. The results are shown in the tables below; Table 4. One of the translators, Najafi, used more frequently the first and the third (translating English idioms and non-idioms as Persian idioms) strategy in his translation, on the other hand, the latter translator, Karimi, used the second and the last (translating English idioms and non-idioms as Persian non-idioms) strategy more often. Discussion and Conclusion: As mentioned before, its hard to translate a SL idiom into TL idiom regarding the accurateness and the faithfulness of SL into TL. In this stud, out of 44 extracted idioms from J.D. Salingers novel, 22 (50%) of the expressions have not been translated as idioms by Najafi. In the same case, Karimi has translated 18 (40.90%) of the idioms with Persian idioms and the remaining 26(59.10%) idioms have been translated non-idiomatically. This imbalance between the total number of idioms and their non-idiomatic translations causes a loss of idiomaticity in the Persian translated texts. Some of these idiomatic losses have been compensated for elsewhere in the text, since the translators have replaced some English language non-idioms with Persian idioms. By this strategy, Najafi has added 42 idioms and Karimi has added 26 idioms to their translations. We recognized that theres not the exact contrast in numbers of idioms in two languages(SL,TL), but its very common in translation. The translators were somehow successful here in compensating idiom gaps in the TL. Furthermore, they compensated those non-idiom expressions in the original context to function better on their translations. Compensation strategy is considered here as the best to translate idioms, non-idioms and figure of speech as well.

Sylvia Plath's Words for a Nursery Sylvia Plath’s â€Å"Words for a Nursery† depicts the embodiment of life through the symbolism of a human hand. Referring to the hand many times throughout various works(â€Å"Mirrors†, â€Å"Tulips†, â€Å"Lady Lazarus†, etc), Plath continually portrays this feature as a bodily tool around which life functions. After becoming pregnant with her first child, Plath’s analysis of the progression of life from birth to death can be seen within such a poem. Like most of her poetry, â€Å"Words for a Nursery† escalates in a positive manner until the end where death is expressed, and a sense of pessimism is briefly felt. As she suggests, life begins with the opening of the hand, the first action which will lead to eventual awareness of the world. Through her analysis of the detailed elements of the hand, and her emphasis on its ability to learn its role, Plath examines the phases of life by expressing a new stage within each stanza. From birth, through life, and finally to old age and death, Plath draws upon a series of images to metaphorically describe human existence in life’s endless cycle. Throughout â€Å"Words for a Nursery†, Plath uses various stylistic devices to relate the human hand to the progression of life. With the whole poem existing as an extended metaphor, the author encourages a reader to interpret and search for meaning. As Plath opens with â€Å"Rosebud, knot of worms†, the beginning of human life is seen. The baby’s crunched fist is a â€Å"rosebud†, it’s fingers a â€Å"knot of worms†. Continuing, we read â€Å"Heir of the first five / Sharpers; I open†. Here, readers infer that with the opening of the child’s five fingers, life begins. Although Plath does not directly state this meaning, her creativ... ...eased comprehension of life and its cycle. Since Plath uses the first person point of view to describe life as an experience, her accepted wisdom creates a natural style. She understands life to be a cycle, where even in death, life of another (in this case the â€Å"thin crows†) continues. Although pessimism toward death is evident, Plath regards life as a progression. The hand opens to allow life to begin, learns its function, and remains active until it reaches old age, where it then becomes weak and eventually dies. Through such a beautifully written metaphor, a reader learns that life is a continual development up to the time of death. From the origin to decease of individual life, the hand, just like the human, experiences growth. From thistle to silk, and rosebud to rose, life is a road of unforeseen events, all paths leading to the progression of existence.

Ancient Greek Women In ancient Greek society women lived hard lives on account of men's patriarch built communities. Women were treated as property. Until about a girl’s teens she was "owned" by her father or lived with her family. Once the girl got married she was possessed by her husband along with all her belongings. An ancient Greece teenage girl would marry about a 30-year-old man that she probably never met before. Many men perceived women as being not being human but creatures that were created to produce children, please men, and to fulfill their household duties. A bride would not even be considered a member of the family until she produced her first child. In addition to having a child, which is a hard and painful task for a teenage girl in ancient civilization to do, the husband gets to decide if he wants the baby. A baby would be left outside to die if the husband was not satisfied with it; usually this would happen because the child was unhealthy, different looking, or a gi rl. Women had very few rights, they lived as prisoners, serving men 24 hours a day. Women were sheltered from society, restricted to their husbands and their husbands houses, crying out for help and justice but there is no one to there to hear their screams. In the play Antigone when the title character had to sneak out of the house to meet up with Ismene. Ancient Greek men ruled a lot like over protective fathers with teenage daughters. Men were also scared of women gaining confidence and begin thinking on their own or worse taking action or speaking out against men, like in the play Antigone where Antigone confronts Creon by burying Polyneices after Creon strictly stated that no one bury him. If someone were to bury him, the whole Polis would stone them to death. When Creon found out that someone buried Polyneices, he did not even consider that it could have been a women that did it. Why were women treated like animals? Greek society would not function without women, everything a man needs for proper living, food, clothing, wealth, sex, the continuance of human existence were all traits that women inquired. However women are also highly sexual beings that could overpower, hypnotize, and stimulate men's minds and soles. Similarly in modern society where a lot of men have lost families, jobs, money and their lives due to sexual addiction.

Lead In Drinking Water

Lead is a naturally occurring element present in the earth's crust. It is one of the most harmful environmental pollutants.   It has become difficult to control because of its wide usage. Over the years it is being used in gasoline, house paint and plumbing fixtures. Lead shows adverse effects when it builds up in the body. There are many ways in which humans are exposed to lead: through deteriorating paint, household dust, bare soil, air, drinking water, food, ceramics, home remedies, hair dyes and other cosmetics.Much of this lead is of microscopic size, invisible to the naked eye. In 1978, the federal government banned lead-based paint from housing. Though the amount of lead that is released into the environment each year has been greatly reduced by less use of leaded gas, starting in the mid-70s. Laws forbidding use of lead in house paint (1978) and lead in plumbing solder (1986) have helped as well. Still, lead can be a problem, especially in older homes.As a highly toxic meta l contaminant in drinking water, with public health threat lead received attention over the years. However, the old lead painted houses are the primary source of lead contamination. Water has a combination of things in it, when it reaches home for household purposes. According to U.S. Environmental Protection Agency (EPA), in the United States 1 out of every 11 children has a dangerous level of lead in the bloodstream. The elevated blood-lead levels can be due to the drinking water contaminated with lead, in spite of water being the rare primary source.Although there is no â€Å"safe† level of lead in water, the EPA has estimated that on average up to 20% of a child's total lead exposure can potentially be attributed to lead-contaminated water. Lead poisoning is dangerous for anyone of any age, but children are particularly vulnerable because of  the effects of lead poisoning on development. According to EPA, lead dosage that would have little effect on an adult can harm a small child.   Lead in drinking water can be a problem for infants whose diet consists of liquids-such as baby formula and juices mixed with water. Lead can be easily and more rapidly absorbed by children compared to the adults.Lead can cause a variety of adverse health effects when people are exposed to it at levels above the action level even for relatively short periods of time. The effects are the same whether it is breathed or swallowed. Very low levels of lead poisoning can cause reduced IQs‚ learning disabilities and behavioral problems such as hypertension and reduced attention span in children, and often these effects are life long and irreversible. Pregnant women and young children are at the greatest risk even with short-term, low level exposures. Overexposure to lead over time can have severe health effects that can last a lifetime.   Lead poisoning can cause damage to brain, kidneys, nervous system, and red blood cells. Children's brains and nervous systems ar e more sensitive to the damaging effects of lead, so they can have behavior and learning problems (such as hyperactivity), damage to the brain and nervous system, slowed growth, hearing problems and headaches.Because children are most vulnerable to adverse health effects from lead exposure, the adequacy of controls over lead in water supplies serving schools and child care facilities is particularly important. In adults it can cause reproductive problems, high blood pressure, digestive problems, nerve disorders, memory and concentration problems, muscle and joint pain.The Centers for Disease Control and Prevention's (CDC), Lead Poisoning Prevention Program (LPPP) in conjunction with the Office of Refugee Resettlement developed the Lead Poisoning Prevention in Newly Arrived Refugee Children tool kit in response to the increasing number of refugee children entering in the United States and subsequently developing elevated blood lead levels. CDC’s Childhood Lead Poisoning Preven tion Program is committed to the Healthy People goal of eliminating elevated blood lead levels in children by 2010. CDC continues to assist state and local childhood lead poisoning prevention programs, to provide a scientific basis for policy decisions, and to ensure that health issues are addressed in decisions about housing and the environment.Other studies have shown that the intrusion of lead into the lens of the eye may cause protein conformational changes that decrease lens transparency. Now NIEHS grantee Howard Hu and colleagues at Harvard University have uncovered what could be another adverse health effect with global implications: cataracts. The researchers found that participants with high tibial lead were more than 2.5 times as likely to develop cataracts as men with low tibial lead (bone lead is a measure of long-term lead exposure). Blood lead levels, which are more indicative of short-term lead exposure, were not significantly associated with increased risk of catarac t development.The contamination occurs when the water is once out from the treatment plants to the individual residences.   The service lines that direct the water, certain types of plumbing materials, such as lead pipes, lead solder, brass faucets and some water meter components are responsible for the leaching of lead into drinking water. Hot water can cause the lead to leach out from lead-soldered copper pipes. The longer that water stays in pipes, the greater the exposure to lead.  Stray electrical currents from improperly grounded electrical outlets or equipment also may increase the level of lead in drinking water.Though the, Congress in1986 banned the use of solder containing more that 0.2% lead and restricted the lead content of faucets, pipes, and other plumbing materials the risk of lead contamination is not completely removed as â€Å"lead-free† plumbing may contain up to 8 percent lead. Lead in the air comes from industrial emissions. Lead deposits in soils ar ound roadways and streets from past emissions by automobiles using leaded gas, together with paint chips and lead paint dust. Lead may be found in some imported candies, medicines, dishes, toys, jewelry, and plastics.Under Safe Drinking Water Act law passed by Congress in 1974, EPA determined safe levels of chemicals in drinking water which do or may cause health problems. These non-enforceable levels, based solely on possible health risks and exposure, are called Maximum Contaminant Level Goals. The MCLG for lead has been set at zero because EPA believes this level of protection would not cause any of the potential health problemsResponsibility for ensuring safe drinking water is shared by EPA, the states, and, most importantly, local water systems. In general, EPA sets standards to protect drinking water quality and to ensure the proper operation and maintenance of public water systems.   EPA also oversees state implementation of the Safe Drinking Water Act and applicable regula tions where states have assumed primary responsibility for enforcement.The states ensure that local water systems meet EPA and state requirements, provide technical assistance, and take enforcement action, as necessary. In addition, the states collect information on the results of drinking water monitoring, among other things, and report the information to EPA. At the local level, public water systems operate and maintain their facilities in accordance with federal and state requirements, periodically test the drinking water to ensure that it meets quality standards, install needed treatments, and report required information to the states.Water system cannot directly detect and remove the lead contamination in drinking water as corrosion occurs in household lead pipes. To control lead and copper in drinking water, EPA implemented a regulation known as LCR (Lead and Copper Rule) or 1991 Rule in July 1991. The main aim of this program is to monitor the drinking water for the contamina tion and to educate the public to take precautions to protect their health when lead concentration (15 ppb) and copper concentration (0. 3 ppm) in water exceed their action level.The LCR even replace lead service lines used to carry water from the street to the home when elevated lead levels are continued even after anti-corrosion treatment. It is compulsory that that all public water supplies should abide these regulations to meet National Primary Drinking Water Regulations. EPA regulations require that child care centers operating their own water supplies test all drinking outlets for lead. The Maximum Contaminant Level Goal for lead is 0 ppb, the EPA action level for lead in drinking water is 15 ppb. GSA requires that corrective actions be taken when lead concentrations in drinking water exceed the 15 ppb action level.  EPA played a major key role in distributing a list of banned coolers and publishing and distributing guidance on detecting and remediating lead contamination in school drinking water supplies when the Congress banned the manufacture and sale of water coolers that were not lead-free under the Lead Contamination Control Act of 1988. In addition to it EPA ordered required states to establish programs to assist local agencies in testing and correcting for lead in water supplies in schools and child care facilities.In March 2005, EPA announced a Drinking Water Lead Reduction Plan to improve and clarify specific areas of the rule and the agency’s guidance materials. EPA proposed regulatory changes to the LCR in the following areas:Treatment Processes: To require that utilities notify states prior to changes in treatment so that states can provide direction or require additional monitoring. EPA will also revise existing guidance to help utilities maintain corrosion control while making treatment changes. Customer Awareness: To require that water utilities notify occupants of the results of any testing that occurs within a home or facility. EPA will also seek changes to allow states and utilities to provide customers with utility-specific advice on tap flushing to reduce lead levels.Lead Service Line Management: To ensure that service lines that test below the action level are re-evaluated after any major changes to treatment which could affect corrosion control.Lead in Schools: The agency will update and expand 1994 guidance on testing for lead in school drinking water. EPA will emphasize partnerships with other federal agencies, utilities and schools to protect children from lead in drinking water.Although EPA in cooperation with NSF International, state, and water industry officials succeeded in reducing lead levels by testing the water by lead rule. According to NSF, the extent to which lead leaches from products containing lead is not directly proportional to the level of lead used in any one alloy contained in the product. NSF identified several factors that contribute to the level of leaching, including the cor rosiveness of the water, lead content, the extent of the leaded surface area, and the process used to manufacture the product.Lead contamination in water can not be detected normally because one cannot see, taste, or smell lead dissolved in water, Individuals who suspect the contamination of lead in their house, the only way to be sure of the amount of lead in their household water is to have it tested by a certified lab where water will be analyzed using the EPA's sampling and analysis procedures. While collecting water for analysis one should be sure to have a â€Å"first draw sample and a â€Å"fully flushed† sample. The first draw sample should be collected after water has sat undisturbed for at least six hours. The first draw sample should have the highest level of lead.The fully flushed sample should be collected after the water has been running from the tap for several minutes, at least until the water becomes noticeably cooler. This two-sample procedure indicates whe ther flushing the tap can reduce the lead to safe levels. Water testing is especially important for apartment dwellers, because flushing may not be effective in high-rise buildings with lead-soldered central piping.According to the Toxics Release Inventory, from 1987 to 1993 a total of nearly 144 million lbs of lead compounds were released to land and water by lead and copper smelting industries. When released to land, lead binds to soils and does not migrate to ground water. In water, it binds to sediments. It does not accumulate in fish, but does in some shellfish, such as musselsOne can temporarily reduce lead hazards by taking actions like repairing damaged painted surfaces and planting grass to cover soil with high lead levels. Appropriate precautions should be taken to prevent the contamination using specialized cleaning techniques that are effective in removing lead-contaminated dust. Cleaning should be done time to time in addition to a final cleanup at the end of the job. T hese actions (called â€Å"interim controls†) are not permanent solutions and will not eliminate all risks of exposure.Peeling, chipping, chalking, or cracking lead-based paint is a hazard and needs immediate attention Lead from paint chips, and lead dust, both cause serious hazards. Lead dust can form when lead-based paint is dry scraped, dry sanded, or heated. Dust also forms when painted surfaces bump or rub together. Lead chips and dust can get on surfaces and objects that people touch. Settled lead dust can reenter the air when people vacuum, sweep, or walk through it.There are many ways to reduce lead exposure at home specially for children. Precautions should be taken to keep children away from chipping, peeling and flaking paint. Children should wash their hands before meals, snacks, nap time and bedtime and the areas where children play as dust-free as possible. Care should be taken to give clean pacifiers for infants to suck. Pacifiers often and pin them on a short ribbon to the child's shirt and children’s clothes clean by changing frequently. Stuffed animals and toys should be washed regularly.Lead contaminated water can be avoided to some extent by following simple measures. Hard water can actually offer some protection against lead contamination because mineral build-up on the inside of pipes reduces contact between water and the lead or solder.  Use only lead-free materials in all plumbing repairs or new faucets and pipes. Homes with plastic drinking water lines, which are glued rather than soldered, should not have problems with lead contamination from pipes. Before using water for drinking or cooking, run the cold water for a minute until it is as cold as it can get.   This will flush out the water that has been sitting around for awhile so lead concentration won't be as high.   Also, use only cold water for drinking and cooking since hot water dissolves lead more quickly than cold water.Some precaution can be taken to prev ent ourselves from continuous exposure. When renovating homes, Do not use a belt-sander, propane torch, heat gun, dry scraper, or dry sandpaper to remove lead-based paint. These actions create large amounts of lead dust and fumes. Federal law requires that contractors provide lead information to residents before renovating pre-1978 housing. Many houses and apartments built before 1978 have paint that contains lead (called lead-based paint). Landlords have to disclose known information on lead-based paint and lead-based paint hazards before leases take effect.Some of the activities that should be done to prevent lead contamination are:Create aerator (screen) cleaning maintenance schedule and clean debris from all accessible aerators frequently. Use only cold water for food and beverage preparation as hot will dissolve lead more quickly. Instruct the users to run the water before drinking. Regularly flush the piping system in the building. The degree to which flushing helps reduce lea d levels can also vary depending upon the age and condition of the plumbing and the corrosiveness of the water.Bottled water can be an expensive alternative but might be warranted if you expect or are aware of widespread contamination and flushing is not an option. If you use bottled water, be aware that it is not regulated by EPA but rather by the Food and Drug Administration (FDA).Reverse osmosis units are commercially available and can be effective in removing lead. Since these devices also tend to make the water corrosive, they should only be used when placed at water outlets. Electrical current may accelerate the corrosion of lead in piping materials. Existing wires already grounded to the water pipes can possibly be removed by a qualified electrician, and replaced by an alternative grounding system.Apart from the efforts of EPA and associated bodies, as general public we too have some responsibility in educating people towards the adverse effects of the lead contaminated water . We should discourage people from using materials that induce lead into the environment.
